Technical Assistance Program (TAP)

Goals

 

  • Communities that are empowered front-liners in disaster risk reduction and management.

  • Duty-bearers and service providers that are responsive and uphold human rights and dignity in DRRM endeavors.

Training and Capacity Development. With our mission always in mind, we conduct courses, trainings, and workshops on Disaster Preparedness, Mitigation, Emergency Response, Risk Assessment (Hazard, Capacity and Vulnerability Assessment), Early Warning Systems including Development of Simulation Drills, DRRM Planning and Contingency Planning, Child-centred DRRM, Training Management, Project Development Monitoring, Inclusive DRRM, Local and Indigenous Knowledge, Climate Change Adaptation; and Evaluation in Disaster Situations, Emergency Health, Gender Considerations in Disasters, Evacuation Center Management, Organizational Development, and Disaster Response Organizations. It also engages in conducting study tour and other learning events relating to the aforesaid themes to replicate the good practices and promote a culture of safety and preparedness towards resiliency.

Research, Knowledge Exchange, and Management. Issues, practices, and newly evolving concepts related to disasters and development are also looked into by the organization through studies and researches. Findings are used to complement training services, advocacy, and production of awareness-raising and preparedness materials. Research outputs are being used to influence policies and programs on DRRM and CCA at the international, regional, national, and local levels.

Significant efforts have been placed in the realm of knowledge exchange and management through the formation of database of DRR programs, projects, and materials; social media updates; branding; institutional website development and maintenance; and continuous discussions on strategies for organizational experience documentation.

Advocacy, Partnership, and Networking. CDP works with various stakeholders from international, regional, national, local, and community levels to advance the institution’s transformative and sustainable DRRM and CCA engagements through advocacy, forging partnerships, and network building. Among the stakeholders that the center closely and actively works with include civil society organizations, government agencies, private sector, academe, and communities. The center actively embarks on dialogues, processes, and activities at all scales to advocate for policies and systems favorable to the interest of the disadvantaged groups and vulnerable sectors.

Humanitarian Preparedness and Response. TAP contributes to building the capacities of frontliners and communities in emergency preparedness, mental health and psychosocial support services, and humanitarian response. It utilizes the core humanitarian standards in measuring its conduct of implementation and in evaluation. The program likewise advocates for the localization of humanitarian aid and response and the promotion of ethical partnerships in humanitarian action.

TRAINING AND CAPACITY DEVELOPMENT PROGRAM MANDATE

The program that spearheads the conduct of training and capacity development with themes on DRRM and CCA at all levels.  Through provision of trainings, the core competency of the organization, the program is able to promote CDP’s vision, mission and goals. In particular, the TCD program has the following roles and responsibilities:

Provides direction and guidance to training & capacity development in line with Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) for different sectors

Develops and enhances modules, training and information, education and communication (IEC) materials on DRRM and CCA in partnership with other programs for CDP and other partners and projects

Customizes Training of Trainers (ToTs) in response to the needs of requesting partners

Provides technical assistance in the conduct of drills and simulation exercises for various hazards

Documents and disseminates good practices in conducting training and capacity development relating to DRRM and CCA

Engages in knowledge sharing and generation out of experience with partner communities

Engages in continuing study and research for enhancement & enrichment of training and capacity development initiatives

Leads the organizing of learning visit/ study tour for international and local partners
