Leaders, teachers from remote and high-risk areas get schooled on humanitarian response

The Consortium on Humanitarian Action and Protection (CHAP) gathered community leaders and the education sector from far-flung and high-risk locales on its “Training on Rights-based Approach on Humanitarian Action and Protection” in Daet, Camarines Norte last March 27-29, 2017. The training aims to build the capacities of these sectors in humanitarian response in the local and global disaster contexts and disaster risk reduction and management (DRRM) framework.

A total of 48 participants from six municipalities in the province of Camarines Norte took part in the activity. Barangay council representatives and elementary school teachers and principals represented each municipality. The training was facilitated by the member organizations of the Consortium or CHAP, namely, the Center Disaster Preparedness, Balay Rehabilitation Center, Buklod Tao Inc., and the Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Camarines Norte that served as the host of the activity.

CHAP members also visited the municipality of Mercedes to learn from its good practices on DRRM. The municipality shared its completion of Brgy. DRRM Plans of all its 26 barangays and the ongoing initiatives such as the review and updating of the Municipal DRRM Plan.

The team was also inspired by the stellar experience of the Dominador Queda Liwag National High School, a Gawad Kalasag Hall of Famer for Best Public- Rural Schools from 2013- 2015. PDRRMO of Camarines Norte, one of the CHAP members, also imparted to the team its success in DRRM governance and leadership over the years.

The following municipalities, barangays and elementary schools joined: Municipality (Mun.) of Labo- Brgy. Baay and Malapat Elementary (Elem.) School; Mun. of Jose Panganiban- Brgy. San Rafael and San Rafael Elem. School; Mun. of Capalonga- Brgy. Tanauan and Tanauan Elem. School; Mun. of Sta. Elena- Brgy. Villa San Isidro and Villa San Isidro Elem. School; Mun. of San Vicente- Brgy. San Jose and L. Opeda Elem. School; and Mun. of San Lorenzo Ruiz- Brgy. Salvacion and Salvacion Elem. School.
