Strength in Numbers: The Barangay as Building Block in Dagupan
This video documentary by Oxfam GB shows how a community (barangay Mangin) in the Philippines is able to manage its flood disaster risk. The concept is community-based disaster risk management, and it nests the work of the community within the disaster management framework of a city and country. The video features a flood simulation exercise executed by the city at city level, and by Barangay Mangin at barangay level. The exercise's objective was to test their respective emergency plans.
This project on Community-based disaster risk management is implemented in the City of Dagupan, north of Manila in northern Philippines, by the Center for Disaster Preparedness (CDP), through the PROMISE program of the Asian Disaster Preparedness Center (ADPC). The "Program for Hydro-Meteorological Mitigation for Secondary Cities in Asia" (PROMISE) seeks to mainstream community-based disaster risk management project (CBDRM) into city good governance and is implemented in several countries in Asia.
