Integrating Children’s Rights in Barangay Disaster Management & Development: A Trainor’s Manual
The trainor’s manual on “Intergrating Children’s Rights in Barangay Disaster Management and Development” is one of the major outputs of the project “Mainstreaming Child Rights Programming in Community-Based Disaster Management” implemented by the BALAY Rehabilitation Center, Center for Disaster Preparedness (CDP) Philippines, and Save the Children-UK (SC-UK) in the municipality of Pikit, Central Mindanao in 2004. The project aimed to build the capacities of communities and local government officials in seven (7) conflict-affected barangays1 in the municipality of Pikit, towards ensuring the protection of the rights and welfare of children during the various phases of disaster situations.
The trainor’s manual was developed by BALAY and CDP, together with Save the Children UK. This module is today available for use in the National Disaster Coordinating Council, its counterparts in the local government units, various service providers working with children and involved in disaster management, most especially community-based disaster management, and finally, the thousands of barangays in the country as significant units in the locality that are regularly engaged and are always vitally affected by conflicts and disasters and the multi-stakeholders in these localities.

We would like to partnering together to help our communities here in this region in terms of training materials. We are looking for organisations and individuals who can come and join us or give us some information to train our communities in Disaster Preparedness.
We are aiming to create National Humanitarian Support and Disaster Preparedness Teams (NHSDPT) in every district in Uganda.
Due to natural disasters which are on the increase in our communities, two most recent ones, In August and September 2007 Uganda declared a state of emergency because of the floods that -affected the country. Uganda was among the nations hit hardest by floods that had swept across 17 countries in Africa. At least 200 people were killed across the continent, and hundreds of thousands displaced. In Uganda, floods killed more than 21 people.
This year 2010, a massive land slide in Eastern Uganda; a hundred schoolchildren were among the 300 people killed when landslides caused by heavy rain which hit Eastern Uganda. Set Them Free International has taken it upon itself to bring awareness by providing preventative training for communities.
In preparation for the unexpected disasters, emergencies and other crisis; which are in no doubt on the increase in number and magnitude, and are affecting vulnerable and unprotected people; we kick started the above mechanism last year by providing the initial training for 50 personnel in the Kampala district, this was well attended and the commissioner from the Ministry of Disaster was in attendance too.
