Integrating Disaster Risk in Local Governance (Facilitator’s Guide and Sourcebook)
The primary objective of the handbook, “Integrating Disaster Risk Management in Local Governance: a Facilitators’ Guide and a Sourcebook for Barangay Disaster Risk Management Training Workshop – the Philippine Experience” (2006) is to provide local government units a guide so that they can push forward the agenda of reducing risks at the community or local levels. After all, it is the local government units that are legally mandated and morally bound to protect their constituents from harm and danger posed by disaster risks. They have to promote and realize safer communities. The handbook has two parts. The first part consist of the “Facilitators‘ Guide”, which contains four modules that provide a step-by-step instruction on how to facilitate the training. The second part contains the “Sourcebook”, which contains the reference materials or the required readings.
